I would add, however, that in my opinion

it would be better to attach Mr. Carter to some other Depart- -ment rather than the Sanitary Department because the appoint-

-ment which he held here viz.:- Sanitary Surveyor has been abolished and that t to offer him an appointment subordinate

to that which he formerly held will only tend to aggravate his

grievances and give me a very dissatisfied Officer. In his former appointments some of the other Inspectors who will now

be his equals were his subordinates whereas in any other

Department such as the Public Works Department or the Excise Office he would at least have the opportunity to start

fair.
